This is my take. Keep in mind I do not know this woman personally, nor a lot of details LOL
My guess is that she needs attention. She thrives on it and she rarely even thinks about the person she is around. She likes to tease. She likes the "chase" and the thrill of seeing a man's reaction to her "subtle" flirting. She may be a woman scorned and likes the game of attaining a man's attention, only to let him know she isn't interested.
Do you know much about her dating history? That could clue you in.
