For him to lock the TV is kind of... retarded. Lock out most channels maybe but let them see something, if you limit choce they will get bored & decide that going outside maybe a better alternative but if you force them into something... they'll resent it over time. You guys can work this through though... but I do think he should consult you with house hold decisions, this isn't the 50's anymore, head of household doesn't apply anymore, home responsibility is shared.

Jedi- Yes definately a POWAH struggle goin on.. lots of needs not being met..thats why we're in counseling.. plus these are his step kids..except for the baby so he's mr bossy with them. I mean he's not bad all the time.. just ..like I said power and control..
