Why not refuse to give him the bike until he signs an agreement that he owes you the money from the taxes? Then, you have a signed agreement that is enforcable in a court of law. You can sue him in small claims court later.
Maybe you can do this without making an explicit threat. For instance, if you have any stuff of his of lesser value, bring it to him and make him sign the agreement then. Or, give him a form and imply you'll forget to return the bike for as long as he forgets to sign the contract.
