i would go with rubbing alcohol, used very sparingly. hairspray has all that lacquer and fragrance and stuff in it, and might make it worse since it's not something that can just be chucked in the washer.
if you can't get it done, let me take a look at it next time we're together...remember my mother has lots of doll tricks up her sleeve....
