I think there's a big difference in the types of approaches that are appropriate in each situation. I'd prefer for a guy to start a conversation if I was out...but then I'm chicken sh*t around new people so that's just me. If I like him I'll let things go where they lead...it's not really a chase or attract sort of thing, more of who opens the lines of communication. For me it's better if the guy does it (because I'm shy LOL!!).

Hmm I'd like to exclude Bar's and clubs from this discussion, cause Your right. In that arena it is pretty much one sided and guys don't take it to heart when they get shot down there.
Social Circles. People you meet via friends or reletives. In that arena you can at least do a little investigative work to learn more about the person of interest. Guys are shy too and knocking on every door gets tiresome and makes you look desperate. Women don't have to be as bold and out going as men. Putting yourselves in the line of fire is sufficient enough in some cases for a guy to muster the nerve the courage to go for it.

Be open, I'm guessing that unless the girl you are interested in is completely socially retarded that if she's also interested she'll meet you half way.
