Apparently one of her teachers at pre-school does this, to stop kids from interrupting. Problem is, kiddo picked it up and kept repeating it all bloody weekend.  To her dad, me, her friend. (Even in situations where, yes, she WAS talking to the person in question.) Finally, her dad told her that she could tell us if she was upset but that phrase was rude, the way she was using it. Problem is -- if the teacher uses the phrase, we have to qualify it with, 'that's something a teacher can say to a kid, but a kid isn't allowed to say it to a grown-up,' and that gets all muddy.

cuz it is *very* rude.

And I would tell my kids that it was rude and that no adult OR kid should use it precisely for that reason.  It's impolite and disrespectful of children.

We're trying to offer her alternatives for when she genuinely feels interrupted  -- and also teach her that sometimes she may not be talking to Tara (or Daddy, or whovever), but Tara etc. will be talking to her.

They show these guilt-ridden PSAs on the PBS channels...about hw when you speak in front f your kids, it's like talking into a tape recorder, and how kids learn to handle emotions by watching you...

yeah, a rude thing to say to children.  There's definitely a beter way to get the point across.
