The IEP will only be for reading, spelling, and writing. He's doing excellent in math so it will not be effected unless he needs directions read to him, etc.
The school has the attitude that you spoke of, Alphie. Thier goal is to get him caught up and hopefully release him from this program.
He will be considered a part-time Learning Support student. I'm okay with that title.
He has had a high school tutor that was working with him, but since that student's class will be ending shortly, he won't be having her anymore. However, she really enjoyed her time with my son and has requested to be his Big Buddy in that program. I told the school that would be great if they could keep their relationship going. Since he's lost a lot of people in his short little life, I thought it was great that this girl wanted to remain in contact with him. I almost started crying because that gesture touched me so much. It'll mean a lot to my son to have her contine interacting with him.
His IEP will start next Monday. I really think this will be a big step/improvement for him. All of his teacher's remarked about how much better his attitude was this year. He's really trying his best. I'm so proud of him.

This makes the school even more responsible for doing all they can for him. They have to be in contact with you more, too, because of all the federal guidelines, etc. Good luck with everything! And that's great about the tutor. They really do make a difference.
