Wow! That's outrageous! My children's daycare did a book exchange each year where you brought a new wrapped book - so of course...one year my son got a used book with a kid's name in it.  ::)

for me, it's a little different.  i teach high school, so i very rarely get a gift at all. sometimes a little something, but usually small treasures, so not a big deal.
i don't know how comfortable i would feel about that. only once was i ever given a gift like that....i had a student that was struggling, and i was doing a lot of extra to help him out. his mom gave me a gift, and i felt very uncomfortable about it, feeling like people might take it the wrong way.
sometimes you have to speak up about things.  did you think about going to another teacher in the school and getting their opinion?  gifts are always a touchy situation.  even at $1 a kid, that's still a pretty nice gift.  i would be shocked with that.  dont' know how i would ever react to such an amount.
i would talk to other parents, maybe another teacher in the school before going to the principal.  sometimes when you go to the principal, things just get blown out of proportion.
that's my suggestion, but my brain is a little fried right now, so i'll think some more about it.
