Exactly. Maybe in his acceptance of that behavior, his wife has come to the conclusion that she must keep doing it, but she doesn't want to do it. She feels dirty and shameful after the act which is why she keeps apologizing for it. Eventually, she'll decide that she can't keep hurting her husband that way even if it's what he wants, and she'll leave the marriage.
