Instead of taking the Hitler eugenics route, which is 100% evil on its face, why not simply declare welfare and ADC to be unconstitutional (which they are), stop payments immediately, transfer the money back to taxpayers via vastly reducing or eliminating the income tax, and letting things work themselves out?
Those who were deserving would receive money from private charities, those who were not, would not. In short order the decision making processes that spur on the "pump'em out till you drop" mentality would change drastically and the problem would be self solving. Rewarding stupid choices is what gets one into this situation in the first place. Stop rewarding bad choices, and people generally stop making bad choices. Those who persist are usually there by accident, and charity is good for covering accidents and tricks of fate.
Just my opinion, but the eugenics route disgusts me at every level. You don't solve an economic issue by halting lines of DNA through forced sterlization. That's the route of commies and nazis. No thanks.

Now I'm not saying that all women on the system are abusing it, but I see so many who are. In turn, a girl brought up by system sucking mom, becomes the same, because thats what momma taught her. This subject is messy and as far as sterilization, lets wait until Freckles finds a wife first, then we'll neuter the rest.

Excellent idea on the surface, but it would NEVER fly, and here is why: the system is so firmly entrenched that a drastic change such as you proposed would cause such turmoil that it would be political suicide. Think severe recession, severe crime increase, severe downward wage pressure, severe consequences to the Walmarts of the world (who happen to be one of the largest political contributers). So it wouldn't work.
