Excellent idea on the surface, but it would NEVER fly, and here is why: the system is so firmly entrenched that a drastic change such as you proposed would cause such turmoil that it would be political suicide. Think severe recession, severe crime increase, severe downward wage pressure, severe consequences to the Walmarts of the world (who happen to be one of the largest political contributers). So it wouldn't work.

When you suggest forced sterilization on a "free" people (sorry, I had to giggle when I wrote "free"), you can expect the gates of hell to open and demons to pour into the streets.
Neither will happen. Of the two improbabilities, mine is the more humane, compassionate, and it doesn't punish a gender or particular group, it applies to all.
