Yes, definitely.  The politicians set the example on the pretend "sorry" crap.

"I take full responsibility for...xyz" they say, only insofar as "taking full responsibility" doesn't mean actually facing real punishment.

People in real life follow suit by assuming that any act of boneheaded stupidity they commit is somebody else's fault, and lawyers are right there to nod their heads and slobber at the thought of collecting windfall court settlements.
