There were remote controls available to the public at least since the mid to late 1970's, I remember my grandmother having a television with one. Three buttons, Channel Up, Channel Down and Power. :)

The channels would actually change via some kind of motor/servo mechanism, you could watch it click over. Pretty cool stuff at the time.
